Kim Clifford, PA-C

Kim is a certified physician assistant specializing in adult ADHD and integrative psychiatric care. Originally from Colorado, she completed her bachelor’s degree in Sport & Exercise Science at the University of Northern Colorado, earned a graduate certificate in Public Health from OHSU, and completed her PA training at Heritage University in Toppenish, Washington.

Kim spent seven years practicing emergency medicine in Portland, building a strong foundation in acute care, patient advocacy, and trauma-informed practice. During the COVID-19 pandemic, she experienced significant burnout in the emergency department and became increasingly disillusioned with the constraints of large hospital systems. This led her to transition into outpatient psychiatry, where she could practice more relational, patient-centered care and support individuals over time rather than only in crisis.

Kim has experience in both traditional outpatient psychiatry and ketamine-assisted psychotherapy. She completed the Neuroscience Education Institute’s Master Psychopharmacology Program and has pursued additional advanced training in functional psychiatry with a focus on ADHD. Kim is passionate about ongoing learning and staying current with the latest developments in psychiatric research and treatment. After witnessing firsthand the barriers her husband, family members, and others in her community faced when trying to access mental health care, she founded Tidal Health NW to offer accessible, individualized, and compassionate care for her patients.

Before becoming a PA, Kim worked as a massage therapist in integrative medicine clinics—experience that shaped her appreciation for both Eastern and Western approaches and continues to inform her functional, whole-person approach.

Kim has a long history of community service. She began volunteering as a massage therapist at Outside In, supporting youth and houseless community members, and later transitioned into medical outreach through street medicine. For the past eight years, she has provided direct care and harm-reduction–focused support to individuals experiencing houselessness throughout Portland. This work deeply informs her practice philosophy, including her commitment to accepting Medicaid plans and offering sliding-scale cash options—ensuring that high-quality mental health care remains accessible regardless of financial circumstances.

Kim is licensed in Oregon and Washington and is currently accepting new patients and is in-network with Moda, Regence BCBS Oregon, Cigna, Aetna, and select CareOregon plans.

Caleb Norton DNP, PMHNP-BC

Caleb is a psychiatric Nurse Practitioner specializing in the child and adolescent population. He completed his Doctor of Nursing Practice at Oregon Health and Science University and additional training in a child and adolescent psychiatry fellowship at the University of California San Diego. Prior to becoming a Nurse Practitioner Dr. Norton worked as a nurse in the Psychiatric Emergency Services at Unity Center for Behavioral Health and at Hooper Detox Stabilization Center in Portland, Oregon. Dr. Norton has a particular interest in the complex interaction of environment, genetics, exposure to developmental trauma, behaviorism, and resilience and how these factors contribute to or protect from mental health challenges in the child and adolescent population.  As someone who has 30 years of lived experience with ADHD, Dr. Norton is intimately aware of the unique challenges experienced by those growing up and living with ADHD.

Caleb is licensed in Oregon, Washington, and California and is currently accepting cash pay patients and is in the process of getting contracted with multiple commercial insurance plans.

Deb Kiehlmeier, DO

Dr. Deb is a board-certified adult psychiatrist. She is originally from New Jersey, where she completed her undergraduate degree at Rutgers University and then attended medical school at Rowan University School of Osteopathic Medicine. She completed her psychiatric residency at Virginia Commonwealth University (VCU). After completing my residency, she spent three years in Portland, Oregon. She currently reside in Los Angeles, CA.

Dr. Deb is not accepting patients at Tidal Health NW. While she is not available for direct patient appointments, her clinical guidance helps support safe, evidence-based care within the practice. She serves as the collaborating physician for Kim Clifford, PA-C, providing collaboration in accordance with Oregon and Washington practice requirements for physician assistants.
