Kim Clifford, PA-C
Kim is a certified physician assistant specializing in adult ADHD, anxiety, depression, PTSD, and integrative psychiatric care. Originally from Colorado, she earned her bachelor’s degree in Sport & Exercise Science from the University of Northern Colorado, completed a graduate certificate in Public Health at OHSU, and went on to complete PA training at Heritage University in Toppenish, Washington.
She spent seven years practicing emergency medicine in Portland, where she built a strong foundation in acute care, patient advocacy, and trauma-informed practice. During the COVID-19 pandemic, she experienced significant burnout in the ER and became increasingly drawn to a more relational, patient-centered model of care. This led her to transition into outpatient psychiatry, where she could support patients over time rather than only in moments of crisis.
Kim has experience in traditional outpatient psychiatry, ketamine-assisted psychotherapy, and functional psychiatry with a strong focus on ADHD. She completed the Neuroscience Education Institute’s Master Psychopharmacology Program and continues to pursue advanced training to stay current with evolving psychiatric research and treatment approaches.
Before becoming a PA, Kim worked as a massage therapist in integrative medicine clinics, which helped shape her appreciation for both Eastern and Western approaches to healing and continues to influence her whole-person, practical approach to care.
She founded Tidal Health NW after seeing firsthand how difficult it can be for people to access quality mental health care. Her goal is to provide thoughtful, individualized care that feels both accessible and sustainable.
Kim also has a long history of community outreach and harm reduction work in Portland, including street medicine and direct care for individuals experiencing houselessness. This work continues to shape her commitment to accepting Medicaid plans and offering sliding-scale cash options whenever possible.

Caleb Norton, DNP, PMHNP-BC
Caleb is a psychiatric Nurse Practitioner specializing in child and adolescent psychiatry, with a strong focus on ADHD, anxiety, depression, trauma, and developmental mental health. He completed his Doctor of Nursing Practice at Oregon Health & Science University and pursued additional advanced training through a child and adolescent psychiatry fellowship at the University of California San Diego.
Before becoming a Nurse Practitioner, Caleb worked as a nurse in Psychiatric Emergency Services at Unity Center for Behavioral Health and at Hooper Detox Stabilization Center in Portland, building extensive experience working with patients in acute psychiatric and crisis settings.
He has a particular interest in the complex interaction of environment, genetics, developmental trauma, behavior, resilience, and how these factors contribute to or protect against mental health challenges in children and adolescents. His approach emphasizes understanding the full context of each patient’s life rather than focusing only on symptoms.
As someone with over 30 years of lived experience with ADHD, Caleb brings both professional expertise and personal understanding to his work. He is deeply aware of the unique challenges that come with growing up and living with ADHD and values creating practical, compassionate treatment plans that support long-term success.
Caleb treats patients age 5 and older. He has experience treating: ADHD, eating disorders, substance use disorders, anxiety, depression, PTSD, autism spectrum disorder, PMDD, tics, and excoriation disorders.
Caleb is licensed in Oregon, Washington, and California and is currently accepting new cash-pay patients while completing credentialing with multiple commercial insurance plans.

Deb Kiehlmeier, DO
Dr. Deb is a board-certified adult psychiatrist who provides clinical collaboration and physician oversight for Tidal Health NW.
Originally from New Jersey, she completed her undergraduate degree at Rutgers University, attended medical school at Rowan University School of Osteopathic Medicine, and completed her psychiatry residency at Virginia Commonwealth University.
After residency, she spent several years living and practicing in Portland and now resides in Los Angeles.
Dr. Deb is not accepting patients directly through Tidal Health NW. While she does not provide individual appointments within the practice, her clinical guidance helps support safe, thoughtful, and evidence-based care for patients.
She serves as the collaborating physician for Kim Clifford, PA-C, providing physician collaboration in accordance with Oregon and Washington practice requirements for physician assistants.
